Pr\u00e9vu jusqu\u2019au 1er octobre, le Congr\u00e8s r\u00e9unit des repr\u00e9sentants de plus de 97 pays, dont plus de 32 ministres de la Justice et de l\u2019Int\u00e9rieur, ainsi que de hauts responsables, des juges, des procureurs, des experts et des jeunes venus du monde entier.<\/span><\/p>\n<p><span lang=\"FR\">La s\u00e9ance d\u2019ouverture a \u00e9t\u00e9 marqu\u00e9e par l\u2019adoption de la D\u00e9claration d\u2019Abou Dhabi, qui constitue le principal document politique et strat\u00e9gique issu du Congr\u00e8s et orientera, au cours des cinq prochaines ann\u00e9es, les priorit\u00e9s internationales et la coop\u00e9ration en mati\u00e8re de pr\u00e9vention du crime, de justice p\u00e9nale et d\u2019\u00c9tat de droit.<\/span><\/p>\n<p><span lang=\"FR\">La D\u00e9claration s\u2019articule autour de quatre piliers : la pr\u00e9vention et la r\u00e9silience, la justice et l\u2019\u00c9tat de droit, l\u2019\u00e9volution et la convergence des menaces criminelles, ainsi que l\u2019innovation et la coop\u00e9ration. Ces piliers se d\u00e9clinent en 18 articles et 67 paragraphes qui constituent, dans leur ensemble, la D\u00e9claration d\u2019Abou Dhabi.<\/span><\/p>\n<p><span lang=\"FR\">Parmi les priorit\u00e9s d\u00e9fendues par les \u00c9mirats arabes unis dans le cadre de la D\u00e9claration figurent les femmes, les enfants, l\u2019intelligence artificielle et l\u2019environnement. La D\u00e9claration aborde \u00e9galement des questions telles que la criminalit\u00e9 organis\u00e9e et la cybercriminalit\u00e9, l\u2019utilisation responsable de l\u2019intelligence artificielle et des technologies modernes dans le domaine de la justice p\u00e9nale, la protection des victimes, des t\u00e9moins et des groupes vuln\u00e9rables, le recouvrement d\u2019avoirs et la lutte contre les flux financiers illicites, les efforts de lutte contre la corruption, la coop\u00e9ration internationale et l\u2019entraide judiciaire, l\u2019extradition, la participation des femmes aux syst\u00e8mes de justice p\u00e9nale, la lutte contre les violences faites aux femmes et le renforcement de syst\u00e8mes judiciaires adapt\u00e9s aux enfants.<\/span><\/p>\n<p><span lang=\"FR\">La c\u00e9r\u00e9monie d\u2019ouverture a \u00e9galement \u00e9t\u00e9 marqu\u00e9e par le lancement de Pledge4Justice, une plateforme con\u00e7ue pour traduire les engagements politiques en initiatives concr\u00e8tes visant \u00e0 soutenir la mise en \u0153uvre de la D\u00e9claration d\u2019Abou Dhabi et \u00e0 contribuer aux progr\u00e8s en mati\u00e8re de pr\u00e9vention du crime, de justice p\u00e9nale et d\u2019\u00c9tat de droit.<\/span><\/p>\n<p><span lang=\"FR\">Les \u00c9mirats arabes unis ont annonc\u00e9 le premier engagement dans le cadre de cette initiative, d\u2019un montant pouvant atteindre 5 millions USD, sous la forme de contributions annuelles pouvant aller jusqu\u2019\u00e0 1 million USD sur la p\u00e9riode 2026-2031. Cet engagement souligne leur volont\u00e9 de soutenir les efforts internationaux visant \u00e0 renforcer les syst\u00e8mes judiciaires, \u00e0 d\u00e9velopper les capacit\u00e9s et \u00e0 faire en sorte que les r\u00e9sultats du Congr\u00e8s produisent un impact durable au sein des communaut\u00e9s.<\/span><\/p>\n<p><span lang=\"FR\">Le Congr\u00e8s se tient sous le th\u00e8me \u00ab Acc\u00e9l\u00e9rer la pr\u00e9vention du crime, la justice p\u00e9nale et l\u2019\u00c9tat de droit : prot\u00e9ger les personnes et la plan\u00e8te et r\u00e9aliser le Programme 2030 \u00e0 l\u2019\u00e8re num\u00e9rique \u00bb.
